Other countries soon followed America’s lead and passed their own similar legislation.
I disagree and say this photo has changed the world as much as the others. (in its own way) I see it as a way of showing the powers of mother nature and the fact that delicate humans have over come something that would be able to stop something so powerful. (If you have seen the falls up close, you will know what I am talking about.) Anyways, it’s a good juxtaposition of man and nature.

I checked it out on snopes and they said that they were unable to determine the year of the photo but that Niagara Falls has been known to freeze- Amazing isn’t it?

well, unlike anyone else responding to this post, i actually live in niagara falls. and let me tell you this picture is no fake. although the falls didn’t actually freeze over due to cold weather conditions, but rather due to the army corps of engineers cutting off the water supply to determine the effects of erosion and undercutting of the rock. not to mention installing some much needed ice-breakers. what you are actually seeing frozen is very shallow run-off water stemming from the low flow of the water. most of what you are seeing is the actual bedrock under the water. as for changing the world, think of it like this; put yourself in the shoes of people living in the era in which the photo was taken. the fact that human beings could tame a force as powerful as the mighty niagara falls was no small undertaking and a massive achievement. especially considering the fact that the falls themselves dump an amazing 750,000 us gallons a second over a 176 foot drop. you could say it was a world changing event. at least for the times.
This is definitely not a fake picture. I live in Niagara Falls. The falls freezes over EVERY YEAR. It doesn’t usually freeze solid, but it has in the past. Actually, until the early 1900’s, each winter, there used to be a festival of types down in the gorge on the ice at the base of the American and the Horseshoe Falls. Now THAT is crazy. People were F%$@ing stupid back then. There are so many guard rails there now though, no one in their right mind would even attempt to go out there.

The water was turned off in the 60’s I believe. This picture was definitely from the late 1800’s/Early 1900’s. That is ice they are standing on, which just blows my mind.
